There was a meeting of Bellerby Parish Council in the Memorial Hall at 7.30pm on Monday 4th September 2006


Cllrs Hall, Mullard and Welsh attended the meeting, together with the clerk and 4 members of the public.

1.         Apologies for absence

Cllr Wheatley had sent her apologies as she would be away on holiday.  District Cllr Wendy Morton had sent her apologies as she had another meeting at the same time at Richmondshire District Council.

2.         Public speaking and question time (limited to 10 minutes)

With reference to the last meeting’s minutes a resident felt that the parking problem on Moor Road is no worse than it has ever been.  The Chair explained that although this may be the case, there would still be a problem if emergency vehicles were to try to get through, as there is often double parking.

As this seemed the relevant point in time, the Chair then informed the meeting of correspondence between herself and Ian Beighton of County Highways, where Mr Beighton explained the due process for applying to have double yellow lines painted on the road.

There was then a general discussion regarding various traffic issues in the village.

The Parish Council was informed that Proctors buses aren’t always stopping at the bus stop in the village.  The Chair is to contact the bus company and ask them to remedy the situation.

3.         To approve the minutes of 10th July 2006

These were approved by all Cllrs present as a true and accurate record of the meeting following the alteration of a line to read that the proposed yellow lines would be “opposite” the chapel on Moor Road.

4.         Matters arising from previous minutes.

The clerk informed the meeting that on reporting a slightly leaning telegraph pole to BT, she was told that they are all checked once a year.

The incorrectly sited dog bin on Moor Road had not yet been moved.  The clerk is to chase Richmondshire District Council regarding this.

5.         Meetings attended by Councillors

None had been attended.

6.         Correspondence

Bellerby had come second in the Best Kept Village Competition; the details are to be displayed on the notice board.

7.         Authority to pay

8.         Planning matters

Full planning permission for replacement of single glazed windows with uPVC double glazed windows at the Memorial Hall had been REFUSED.

Full planning permission for “Erection of 1 No. Two Storey, Five Bedroom Swelling with Attached Garage and New Access at OS Field 198 Adjacent To The Meadows” had been approved.
