A meeting of Bellerby Parish Council was held in the Memorial Hall on Monday 4th February 2008 at 7.30pm

 

MINUTES

 

The meeting was attended by the clerk and Cllrs Hutchinson, Rycroft and Weedon.

 

1. Apologies for absence

 

Cllr Wheatley had sent her apologies as she is ill and Cllr Jameson is on holiday.

 

2. Public speaking and question time

 

None.

 

3. Declarations of interest

 

None.

 

4. To approve the minutes of the last meeting

 

It was agreed that the minutes were a true and accurate record of the meeting.

 

5. Matters arising from the previous minutes

 

The clerk was asked to write to the Local Passenger Transport Executive to complain about the bus not always leaving the main road to stop at the bus shelter.  The bus company have been written to twice about the problem previously with no reply.

 

The street cleansing team at Richmondshire had been asked to clear the rubbish along both sides of Runs Bank.

 

The clerk was asked to chase Ian Beighton at Highways for the specifications for the granite setts and the possible extra parking space near the Memorial Hall.

 

The clerk was asked to contact Highways and ask them if all the grit boxes could be refilled.

 

6. Planning matters

 

An application had been received for “Renewal of Outline Planning Permission for Erection of Dwelling House at Adjacent To Boxwood House”.  Cllrs asked that Highways look at the application again as a wall and a garage have been built since the original plans were drawn up reducing visibility onto the highway.

 

A full planning application had been received for a “Proposed Two Storey Extension to Provide Extra Living Accommodation at The Watermill”.  Cllrs had no objection, but will ask the Planning Department to make sure that the stream is protected at all times.

An application for full planning permission had been received for “Demolition of Modern Buildings and Change of Use and Extension of Traditional Building to Form Cottage at Barn North of OS 7300, Moor Road.”  Cllrs will look at this application in the next week and let the clerk know if they wish to comment.

 

Four planning applications had been PASSED, these were:

 

Full Planning Permission for Erection of Rear Two Storey Extension Plus Internal Staircase Alterations at Boar House;

 

Listed Building Consent for the above;

 

Renewal of Planning Permission for Conversion of Barn to Dwelling and Garage at The Barn, The Garth, Adjacent to OS 3184 and

 

Renewal of Planning Permission for Conversion of Barn to Dwelling also at the above address.

 

7. Correspondence

 

The Rotary Club of Wensleydale had written to ask if Bellerby would like to enter the Best Kept Village competition again this year.  Cllrs asked the clerk to write back and accept the invitation.  The judging will take place during the first two weeks of July.

9. Update on the questionnaires

 

Cllr Hutchinson reported that, so far, 133 questionnaires had been returned, which was a great response.  Much more analysis is needed, which Cllr Hutchinson will undertake.  The Chairman thanked Cllr Hutchinson for all the work he has put into the questionnaires.

 

10. Flooding in Moor Road

 

A letter had been received regarding the flooding at McKinnell Cottage from the owners asking the Parish Council for help with the flooding problem.  Unfortunately, the Parish Council could only suggest speaking to the landowner at the rear of the property to ask that any blockages of watercourses be dealt with.  The clerk was asked to reply stating this and suggesting that the correspondent contact their insurance company.

 

There are also still problems with standing water on Moor Road next to the top green causing sheet ice across the road in freezing weather.  The clerk said that she had come across some correspondence from a few years ago regarding a flooding problem in this area.  The clerk was asked to look up this correspondence and ask for a site meeting with Highways.

11. Broken style in the field behind Hall Garth

 

The clerk was asked to report this to the Rights of Way officer at North Yorkshire County Council and ask them to arrange for it to be repaired.
